The Climate Leadership and Community Protection Act (CLCPA) was signed into law in 2019. It called for the reduction of economy-wide greenhouse gas emissions of 40% by 2030 and no less than 85% by 2050 in comparison to previous 1990 levels. Additionally, the CLCPA targets 70% renewable energy by 2030 and 100% emissions free energy by 2040.
As a result, in May 2020, the New York State Public Service Commission (NYSPSC) directed all major NYS electric utilities to identify system investments to support CLCPA goals.
This milestone marks Avangrid’s involvement with the CLCPA initiative. Avangrid is the parent company of New York State Electric & Gas Corporation (NYSEG) and Rochester Gas & Electric (RG&E). Divided into Phase 1 & Phase 2 Projects, the latter are new projects (as of November 2020) whose primary purpose is to create capacity for renewable generation integration.

The Finger Lakes Area Infrastructure Reliability (FLAIR) Project, consisting of the reconstruction of approximately 21 miles of 115 kilovolt (kV) line, connecting the Coddington and Montour Falls Substations in Schuyler and Tompkins Counties. Learn More
The JTS includes the rebuild of the Jennison Substation in the Town of Bainbridge, and the rebuild of two existing 115 kilovolt (kV) lines, along with the rebuild/relocation of existing lines to reconnect from the old substation to the new location. Learn More
The Southern Tier Area Reliability (STAR) West Project includes several components which will help New York State meet the clean energy goals under the CLCPA. The STAR West Project includes a rebuild of Line 962 which is approximately 35 miles from Hillside substation to South Owego substation. The Project includes expanding NYSEG’s existing Watercure substation in the Town of Elmira. The project work also requires minor upgrades of two existing substations (South Owego and Chemung) and two existing switching stations (Stagecoach and North Waverly). Beyond aging infrastructure, resiliency considerations also influenced the design, which includes the complete rebuild of the existing Lounsberry 115/12.5 kV substation to a new location outside of established FEMA flood zones to mitigate future flood risk exposure.
